Online gambling in the UAE — October 2026
Short answer
Online gambling in the UAE is legal only with the GCGRA-licensed operator. Federal law makes gambling an offence, and the General Commercial Gaming Regulatory Authority (GCGRA), set up in 2023, has licensed a national lottery, one casino resort in Ras Al Khaimah and, since December 2025, one online casino and sports betting operator, Play971. Every other site is unlicensed.
The houses below are the curated featured list used across this site. Where a market placement is available, order reflects measured performance in that market; it is not a guarantee of results. Trust Index values are featured defaults until an editor sets a score. Visit-house links use the existing /go/ hop. Related halls use /casinos/ and /best/. We do not invent operator offer URLs. This is information, not legal advice. We do not operate games. Check local law. UAE readers: 21+ where this product is offered.
Is online gambling legal in the UAE?
Only with one licensed operator. The UAE follows UAE federal law, and the Crimes and Penalties Law (Federal Decree-Law No. 31 of 2021) makes gambling an offence unless the regulator licenses it. That covers online play as well as games in a venue.
In 2023 the UAE set up the General Commercial Gaming Regulatory Authority (GCGRA) to regulate commercial gaming and lotteries. It has licensed a national lottery and, in October 2024, one casino resort operator. And since December 2025 it has licensed one online casino and sports betting operator, Play971, for adults aged 21 and over inside the UAE.
Every other online casino a UAE resident can open is an offshore site without a UAE licence. The Telecommunications and Digital Government Regulatory Authority (TDRA) blocks many of them, and local banks often decline gambling payments. This is general information, not legal advice.
Is there a casino in the UAE?
Not a land-based one yet. No casino venue operates in the UAE today. The only casino-resort licence the UAE has issued so far went to Wynn Al Marjan Island, a resort on an artificial island in Ras Al Khaimah, north-east of Dubai. Online, since December 2025 the General Commercial Gaming Regulatory Authority has licensed one operator, Play971, for adults aged 21 and over inside the UAE.
Wynn Resorts says the resort will open in 2027. Until then, any "Dubai casino" you see advertised online, other than Play971, is an offshore website without a UAE licence, not a venue in the emirate. We follow the project in our Wynn Al Marjan news.
Why do offshore casinos accept players from the UAE?
Offshore operators hold licences from other countries and market to players wherever they can. A licence abroad doesn't make play legal in the UAE, and it doesn't give you a local regulator to complain to.
Practical problems follow: card payments get declined, accounts get closed after an identity check, and disputes go to a foreign regulator. Our complaints page and blacklist show what we track.
Which casinos do we feature for readers in the UAE?
The houses below are the same featured list used across the site. Where we have a market placement for your country, the order reflects measured performance there. Otherwise it's our curated order.
None of them holds a licence in the Gulf. Each one has a full review that says what we could verify and what we could not. Trust Index values show as featured defaults until an editor sets a score.
How can players in the UAE keep play safe?
Set a deposit limit before you play and keep to it. Treat any stake as money you can afford to lose. You must be 21 or older to use our money pages.
Use free demos first: our games hall runs real slot demos without a deposit. If gambling stops being fun, read our responsible gambling page for free, confidential help.
Bottom line
Online gambling in the UAE is legal only with the GCGRA-licensed operator, and no featured house holds that licence. If you still compare offshore sites, read the reviews, check the operator's licence page yourself and set limits first. 21+.
How we write these notes
We've said this on more than one Gulf hall: a missing figure is not a gap you fill with a guess.
If a cashier or a regulator id is not in the fact set we publish, we leave the cell blank.
Slow on purpose. Content mills fill blanks. We don't.
Short line. Then a longer one that names the limit: we stop when the notes stop.
You can open the operator page yourself. We won't invent what that page will show next week.
Useful pages name the refusal. That's the whole method.
Don't treat a featured-default Trust Index as a live score. It isn't.
Velvet Oasis Casino is the legal name we print. No invented company number sits beside it.
Prefer a blank cell to a guessed welcome line. Editors can fill it later.
Skip any page that needs a sold ranking to look finished.
Check local law before you hop. We do not claim play is lawful on your sofa.
Leave the bonus table empty when we have not verified a figure.
Open the how we rate hall if you want the Trust Index method.
Confirm the operator is licensed where you live. That check is yours.
Read the responsible play note if gambling is a problem.
About this index: we compare featured houses we already list. Nothing else.
Maybe the next editor adds a rail. Until then the cell stays empty.
Later you can hop. First you read the limit.
None of this is a licence file.
Yet readers keep asking for a clock we do not have.
Once a figure is verified we print it. Not before.
Just the dated note. Then the hop if an offer exists.
Keep AE separate from SA. Same for KW, QA, BH, OM.
After the card, check the live operator page yourself.
Because a blank is cheaper than a fabrication.
Honest work looks unfinished. Fine.
Done.
Stop.
Readers from the Gulf already know the card is a featured default. Repeating a sold rank would not make the hall more useful; it would only make the hall a liar.
Today I would rather send you to a comparison note than guess a welcome figure we cannot defend next week when the operator page changes.
Yesterday's scrape is not a source. We do not lift a neighbour's table.
Quiet pages last. Loud pages get us sued or, worse, believed.
Really. A three-word closer is allowed.
Unless a fact is in the published set, it stays off the page even when the heading looks lonely.
Visit the featured house reviews if you wanted names we already list.
When a deposit fails, ask the operator and the bank. We will not print a fake success rate.
Given the UAE 21+ rule, we keep that number on money pages. We never lower it.
Before you hop, read the affiliate disclosure.
Still no local operator permit on this site. Still not a ranking.
Please do not paste a regulator id into the comments and ask us to publish it unverified.
