UAE gambling laws 2026: what is legal and what is not

Short answer: only through licensed operators. Gambling is an offence under UAE federal law unless the General Commercial Gaming Regulatory Authority (GCGRA) licenses it. The licensed exceptions are the national lottery, one casino resort in Ras Al Khaimah and, since December 2025, one online casino and sports betting operator, Play971. Is gambling legal in the UAE?

No. The UAE Crimes and Penalties Law (Federal Decree-Law No. 31 of 2021) makes gambling an offence across all seven emirates, whether you play at a table, by phone or online.

There are three narrow, licensed exceptions, and all of them run through one federal regulator. They are covered below. This is general information, not legal advice. 21+.

Is online gambling legal in the UAE?

Only through one licensed operator. Since December 2025 the GCGRA has licensed Coin Technology Projects LLC for online casino games and sports betting, which it runs as Play971 for adults aged 21 and over who are physically in the UAE and verify with an Emirates ID. Every other casino website a UAE resident can open operates from another country without a UAE licence, and the Telecommunications and Digital Government Regulatory Authority (TDRA) blocks many of them.

Local banks often decline card payments to gambling sites, and an offshore licence gives you no UAE regulator to complain to. Using these sites can break UAE law.

Is gambling legal in Dubai?

Largely no. Dubai applies the same federal law, so gambling is an offence there unless the GCGRA licenses it, and there is no licensed casino in Dubai. The one licensed online operator has rolled out emirate by emirate, so check whether it is available in Dubai. Horse racing in Dubai, including the Dubai World Cup, runs without betting.

Can you gamble in the UAE at all?

Only in licensed forms. The national lottery runs under a licence from the General Commercial Gaming Regulatory Authority (GCGRA). In October 2024 the GCGRA granted the first casino-resort licence to Wynn Al Marjan Island in Ras Al Khaimah, which Wynn Resorts says will open in 2027. And since December 2025 Play971 has offered licensed online casino games and sports betting.

Nothing else is licensed: no other online casino or betting site, no betting shop and no casino in any other emirate. We follow the resort in our Wynn Al Marjan coverage.

What is the GCGRA?

The General Commercial Gaming Regulatory Authority is the federal body the UAE created in 2023 to license and supervise commercial gaming and lotteries. It decides who may operate. So far it has licensed the national lottery, one casino resort, one online casino and sports betting operator, and a group of gaming suppliers.

A GCGRA licence is specific to the licensed operator and venue. It doesn't make offshore websites legal. Online, only Play971 holds one; this site does not.

What about Saudi Arabia, Kuwait, Qatar, Bahrain and Oman?

Gambling is prohibited in all five, and none of them licenses casinos or online gambling. Gambling websites are blocked by their national regulators.

What are the risks of offshore casinos for UAE residents?

Legal risk comes first, because play can break local law. Then the practical ones: payments declined or reversed, accounts closed after an identity check, and disputes that only a foreign regulator can hear.
